Delivery is not a loophole around the ID check
A common guess about cannabis delivery is that it skips the store counter, and the ID check goes with it. Connecticut law works the other way. The delivery rules are in chapter 420h of the Connecticut General Statutes, where you can read the exact wording. They check age twice.
The first check comes before an order is placed. A delivery service that delivers to consumers must maintain an online interface that verifies the age of consumers ordering cannabis. The second comes on your doorstep, where the delivery service must verify the identity of the person and the age of the consumer upon delivery.
The law puts real weight behind both checks. A cannabis licensee or agent who sells or delivers cannabis to a person under twenty-one is guilty of a class A misdemeanor, so expect an ID check at the door on every delivery.
The adult who orders is the adult who signs for it
Say you place an order in the morning, then your workday runs late and your partner is the one at home. Under state law, your partner cannot take the delivery. The statute says the individual placing the cannabis order shall be the individual accepting delivery, and that holds even when the person at home is also 21 or older.
So the plan for any delivery is simple: order for a time when you will be the one opening the door, with your ID in hand.
Using someone else's ID is not a workaround. State law sets a fine of not more than two hundred fifty dollars for a first offense when a person misrepresents age or uses another person's license to procure cannabis.
A delivery service may hold an order for twenty-four hours at most
Under the statute, a delivery service may deliver cannabis from a micro-cultivator, retailer or hybrid retailer directly to a consumer. It carries the order, and the sale comes from one of those licensed businesses. The Department of Consumer Protection (DCP) explains the license in its knowledge-base article on the delivery service license, and the article is plain about it: a delivery service is not licensed to sell cannabis directly to a consumer.
A delivery service may not hold cannabis for more than twenty-four hours between order and delivery. Under that rule, a licensed delivery service cannot set an order aside for next weekend.
If you cannot say when you will be home, pickup at one of our stores may suit you better than delivery.
No town can ban a licensed delivery
The state's delivery law also limits what local government can do: no municipality shall prohibit delivery of cannabis to a consumer by an authorized licensee. The statute defines a consumer as an individual who is twenty-one years of age or older, so the rule protects delivery to adults 21 and older in every town in the state.
That rule stops a town from banning delivery. Which addresses a particular business delivers to is a separate question, answered by that business's own service area, and ours is listed further down. For the rest of the state's rules, see our overview of Connecticut cannabis laws.

What ID do I need for a cannabis delivery?
Connecticut law names a motor vehicle operator's license or an identity card with a full-face photograph as legal proof of age for a person 21 or older, and each licensee may accept it. Bring your own ID: the adult who placed the order has to be the one at the door.
