Connecticut cannabis laws in 2026, start to finish

Connecticut cannabis laws in 2026 let adults 21 and older with a valid government-issued photo ID buy up to one ounce a day and carry up to 1.5 ounces on their person. Since October 1, 2026, the statewide cannabis tax is a flat 10.75% of the sale instead of a charge per milligram of THC, plus 6.35% sales tax and a 3.0% municipal tax.

The numbers that define Connecticut cannabis law in 2026

These are the figures an adult 21 or older needs before a first trip to a cannabis store. Each one comes from the state statutes, the Department of Consumer Protection (DCP) or the Department of Revenue Services (DRS).

The current rules arrived in stages. According to DCP, possession of up to 1.5 oz by adults 21 and older became fully legal on July 1, 2021, and adult-use sales began on January 10, 2023 at licensed retailers. Public Act 26-8 took effect on October 1, 2026 and keeps the one ounce per day retail limit in place.

The law sets the limits. Which form fits your plans, whether flower, a vape, an edible or a drink, is a separate question. Call either of our stores, Derby or Hartford, at 860-420-BUDS (2837) for a recommendation, and tell us whether you smoke, vape, eat or drink your cannabis.

Proving you are 21 before you buy

State law defines a consumer as an individual who is 21 or older, and the state's cannabis regulators confirm that registration is not required to buy, so there is no card or account to apply for first.

The statute also names the ID that counts. For a person who is 21 or older, a motor vehicle operator's license or an identity card with a full-face photograph is legal proof of age, and each licensee may accept it. DCP adds that any adult 21 or older with a valid government-issued photo ID may buy from licensed adult-use retailers regardless of state of residence.

For a licensee like us, selling to anyone under 21 is a class A misdemeanor, so bring that ID on every trip, even if you were in last week.

If you are visiting, our guide on whether out-of-state residents can buy weed in Connecticut goes further, and our walkthrough of a first visit to a cannabis store covers what happens after the ID check.

One change that took effect on October 1, 2026 concerns the personal data used to check your age. Under Section 66(g) of Public Act 26-8, no retailer may keep personal data obtained from a consumer for age verification for longer than 24 hours without the consumer's express written consent. DCP's notice on the 2026 legislative updates lists this rule with the other changes that started that day.

What you can buy in one day and carry home

A licensed retailer may not knowingly sell a consumer more than one ounce of cannabis, or the equivalent in products, in a single day. That cap counts the day, not the visit. DCP states that a consumer may not buy more than one ounce per day per customer regardless of the number of transactions, so a second trip the same day does not reset it.

Once you leave the store, the possession limits take over, and the law counts each form of cannabis its own way.

FormEqual to 1 ounce of flowerEqual to 1.5 ounces of flower, the carry limit
Flower1 ounce1.5 ounces
Concentrate5 grams7.5 grams
Edibles, drinks and other cannabis productsProducts with up to 500 milligrams of THCProducts with up to 750 milligrams of THC

For someone who buys edibles or drinks, that means the carry limit is measured in milligrams of THC, not in the weight of the package.

Locked storage raises the ceiling. A person 21 or older may keep five ounces of plant material in a locked container at their residence or in a locked glove box or trunk of their vehicle.

The possession figures above come from chapter 420b of the General Statutes, and our page on Connecticut cannabis possession limits goes deeper on carry and storage.

Where flower, vapes and edibles may be used

The form you use decides most of the answer. The state's rule is that you generally cannot smoke or vape cannabis anywhere you cannot smoke or vape tobacco, while edibles and drinks are treated differently in a rented home or a hotel.

PlaceSmoking or vaping cannabisEdibles and drinks
A rented homeYour landlord may prohibit itYour landlord generally may not prohibit it
A hotel or motelMust be prohibited in any locationMay not be prohibited in nonpublic areas
State parks, state beaches and state watersProhibitedProhibited

Restaurants fall under the state smoking law: smoking is prohibited in any restaurant and in any area of a retail establishment open to the public, and the law defines smoking to include cannabis. Towns can add rules of their own, because cities and towns may enact ordinances on whether and where cannabis can be consumed in public. Check your town's ordinance before you light up outside.

The store row applies to us too. On-site consumption of cannabis is not allowed at cannabis establishments at this time, so plan to use what you buy from us somewhere else. Our guide to where you can smoke weed in Connecticut covers more places.

Driving after cannabis

State law prohibits operating a motor vehicle while under the influence. The Department of Consumer Protection adds that cannabis should not be consumed before or during operation of a motor vehicle, whether it is smoked, vaped, eaten or sipped.

The state's courts may take judicial notice that ingesting cannabis can impair a person's ability to operate a motor vehicle, which means a court can accept that point in an impaired driving case without separate proof.

Refusing an evaluation carries its own cost. DCP says a driver who refuses an impairment evaluation by a specially trained officer may have their license suspended. Our guide to driving and cannabis in Connecticut goes further on impaired driving rules.

What adults may grow at home

Each adult 21 or older may grow three mature and three immature cannabis plants in their primary residence, and no household may have more than twelve plants growing at any given time. DCP adds three conditions: the plants are grown indoors, they are not visible from the street, and individuals under 21 cannot access them. Home grow has been open to adults 21 and older since July 1, 2023.

The details, including how the household cap works when several adults share a home, are in our Connecticut home grow guide.

The October 1, 2026 tax change

Before October 1, 2026, the statewide cannabis tax was based on milligrams of THC, and the rate depended on the form. The statute text still printed in CGS chapter 214c lists 0.625 cents per milligram of total THC for plant material, 2.75 cents per milligram for edible products and 0.9 cents per milligram for other cannabis, rates DRS now treats as superseded. Under that system, the same milligram of THC carried more tax in an edible than in flower.

Per DRS, since October 1, 2026 the statewide cannabis tax is a flat 10.75% of gross receipts from adult-use cannabis sales, whatever the form. The 6.35% state sales and use tax also applies to each of those sales, and the municipal cannabis tax is 3.0% of gross receipts.

DRS shows how the three taxes stack in a worked example on its cannabis tax page: a $22.00 sale carries $1.40 in sales tax, $0.66 in municipal tax and $2.37 in statewide cannabis tax, for a $26.43 total. Our explainer on Connecticut cannabis tax breaks the math down further.

Infused drinks and hemp THC products

After July 1, 2024, only licensed cannabis retailers and package stores with a waiver may sell THC-infused beverages. Starting October 1, 2026, a THC-infused drink sold by a retailer may contain up to 10 milligrams of THC per container.

Edibles are capped by the package instead. Under DCP rules, edibles can have no more than 100 milligrams of THC total in a multiple-serving package.

Hemp-derived THC falls into two groups. A moderate-THC hemp product has at least 0.5 milligrams and no more than 5 milligrams of THC per container, while high-THC hemp products and products with synthetic cannabinoids are considered cannabis, which brings them under the 21-and-older rules on this page.

Browse what we carry on our THC drinks page, read the full beverage rules in our guide to Connecticut THC drink laws, and see how to read a Connecticut cannabis label to find the THC figures on a package.

Questions shoppers ask about Connecticut cannabis law

Can I buy cannabis in Connecticut if I live in another state?

Yes, if you are 21 or older with a valid government-issued photo ID, because there is no residency requirement for adult-use purchases. The same 1.5 oz possession limit applies to out-of-state residents as to state residents, and non-residents are charged the same state and local taxes as residents.

Does a delivery driver check my ID?

Yes. A delivery service must verify the identity of the person and the age of the consumer upon delivery, and it must keep an online interface that verifies the age of consumers ordering cannabis. Our guide to cannabis delivery in Connecticut explains how ordering works.

Can a town ban cannabis stores?

Yes. A town may prohibit cannabis establishments by zoning or ordinance, but no municipality may prohibit delivery of cannabis to a consumer by an authorized licensee.
